Based on its „Harmony“ project – „A generic European Crime Intelligence Model – Bringing together the existing instruments and strenghtening Europol’s central role“, the Presidency proposed to the Standing Committee on operational cooperation on internal security (COSI) on 7 September 2010 to agree upon the concept of the EU policy cycle for organised and serious international crime as well as the different steps needed to fully implement it.
