Neues Dokument gibt tiefere Einblicke in das EU-Sicherheitsforschungsprojekt INDECT
[heise.de] Seit 2007 forschen europäische Unternehmen, Polizeien und
Wissenschaftler gemeinsam an neuen technischen Möglichkeiten zur
Rundum-Überwachung der Bevölkerung (Allround-System für europäische Homeland Security). INDECT, eines der 45 Programme des europäischen Sicherheitsforschungsprogramms ESRIF,
kann getrost als das am weitesten gehende Projekt bezeichnet werden. In
10 "Work Packages" wird versucht, ein umfangreiches Set an Software,
Hardware und Überwachungstechnik zu entwickeln und aufeinander
abzustimmen. Ziel der Machbarkeitsstudie ist die Entwicklung einer
arbeitsfähigen Plattform bis 2013, gefolgt von Investitionsplänen und
Studien zur Implementierung in die alltägliche Polizeiarbeit. Ein neues
Dokument umreißt nun konkretere Vorhaben innerhalb von INDECT. (weiter auf heise.de)

Police powers to use terror laws to
stop and search people without grounds for suspicion are illegal, the
European Court of Human Rights has ruled.
[bbc.co.uk] The Strasbourg court has been hearing a case involving two people stopped near an arms fair in London in 2003.It said that Kevin Gillan and Pennie Quinton’s right to respect for a private and family life had been violated.It awarded them 33,850 euros (£30,400) to cover legal costs.
‚Sloppy law‘
Section
44 of the Terrorism Act 2000 allows the home secretary to authorise
police to make random searches in certain circumstances.But
the European Court of Human Rights said the pair’s rights under Article
8 of the European Convention on Human Rights had been violated.
The court said the stop and search powers were "not sufficiently
circumscribed" and there were not "adequate legal safeguards against
abuse".

Nigeria will consider the adoption of some community policing and safe-city models of the Israeli Police in view of the similarities between it and the Nigeria Police Force.
[punchng.com] Minister of Police Affairs, Dr. Ibrahim Lame, said this when he led a delegation to meet with the Israeli Minister of Public Security, Mr. Yitzhak Aharonovitch, in Tel Aviv.
The minister, who was accompanied by the Inspector-General of Police, Mr. Ogbonna Onovo, was also quoted as saying that Nigeria acknowledged the high level of competence of the Israeli Police and hope that cooperation between the two countries could impact positively on Nigeria’s current rudimentary capacity. [taz.de] In den Jubel über den millionenschweren Galileo-Auftrag für den Bremer Weltraumkonzern OHB mischen sich kritische Stimmen: "Galileo klingt rein zivil – ist es aber nicht", sagt Malte Lühmann von der renommierten Informationsstelle Militarisierung, ein friedenspolitischer Verein mit Sitz in Tübingen.
14 von 30 Satelliten für das europäische Navigationssystem baut OHB. Anfang 2014 soll Galileo in Betrieb gehen. Dann werden die Satelliten die Erde in 23.000 Kilometern Höhe umkreisen und fünf Navigationsdienste anbieten. Vier seien für die zivile Nutzung vorgesehen, erklärt Lühmann, etwa als GPS-Alternative im Auto oder als Notfallsignal für den Schiffsverkehr. "Mit diesen Diensten soll Galileo kommerziell vermarktet werden", sagt er, "richtig spannend wird es aber beim fünften". Exakt auf eine Nutzung durch Militärs und Sicherheitsinstitutionen wie Küstenwachen sei der "Public Regulated Service" (PRS) zugeschnitten: Verschlüsselt, resistent gegen Störungen und von hoher Signalqualität. US-Drohnen in Afghanistan und im
Irak sammeln reichlich Filmmaterial – offenbar zu viel. Einem
Pressebericht zufolge würde eine vollständige Auswertung der Daten mehr
als 20 Jahre dauern.
[spiegel.de] Washington – Unbemannte Flugzeuge der US-Streitkräfte in
Afghanistan
und im Irak sammeln einem Zeitungsbericht zufolge mehr Informationen,
als die amerikanischen Geheimdienste auswerten können. Wie die "New
York Times" am Sonntagabend berichtete, haben die Drohnen im
vergangenen Jahr dreimal mehr Material erfasst als 2007.
Es würde demnach rund 24 Jahre dauern, wenn die Geheimdienste das
gesamte Material am Stück ansehen würden. In den kommenden Jahren
könnte die Masse an Bildern laut dem Bericht sogar noch zunehmen, da
immer mehr Drohnen eingesetzt würden und diese teilweise schon mit

Nacktscanner ist nur ein prägnantes Symbol einer Entwicklung, an deren
Ende von unseren Bürgerrechten nicht viel übrig sein wird. Und das ist
keine Übertreibung.

eifern und geifern sie wieder, die Sicherheitsfanatiker. Und sie haben
einen neuen Fetisch, den Nacktscanner. Die Maschinerie der
Masseneinschüchterung rattert und rasselt — wir brauchen mehr Schutz!
Kaum wurde die Nachricht von dem vereitelten Sprengstoffanschlag auf
einem Flugzeug der Northwestern Airlines am 25.12. gemeldet, erschrien
sich die Quacksalber des öffentlichen Wohls die nötige Aufmerksamkeit.
Kaum waren die Umrisse des Falles bekannt, wurden die Konturen einer
verschärften Sicherheitspolitik schon skizziert.
Wie gelegen, dass sich unter den Leichen im Keller unserer
Politik auch der Nacktscanner findet, der vor gut einem Jahr nach
heftigen Protesten und aus guten Gründen eingemottet wurde. Nun taucht
er, von den Politikern jetzt weitaus hartnäckiger als zuvor mit dem
euphemistischen Namen Körperscanner belegt, erneut auf. Noch im Oktober
2008 stimmte das Europäische Parlament in seltener Geschlossenheit
gegen den Einsatz von „Nacktscannern“ in Flughäfen. Die Abgeordneten
kritisierten damals, „dass der Grundsatz der Verhältnismäßigkeit, wie
er in einer demokratischen Gesellschaft gerechtfertigt und notwendig
ist, beachtet werden sollte“. Nun, die „Verhältnismäßigkeit“ erweist

UNHCR has issued its recommendations to Spain, as it prepares to assume the EU Presidency on 1 January 2010. Taking up its six-month role shortly after adoption of the Lisbon Treaty and the EU’s Stockholm Programme, Spain will oversee the preparation of an Action Plan for the EU’s legislative and policy agenda over the next five years, including in the areas of asylum, migration and border management, among others.

Our recommendations seek to provide constructive input, in this case, not only on preparations to implement the Stockholm Programme, but also on other issues which will be negotiated under Spain’s leadership. These include discussions on proposed amendments to EU laws on reception conditions for asylum-seekers, the system for allocating responsibility among Member States for asylum claims, EU asylum procedures and criteria for protection. UNHCR also calls for the new European Asylum Support Office – whose first Director is expected to be appointed during Spain’s EU Presidency – to focus closely on improving quality of asylum decision-making in the EU. A revolt by non-EU immigrants has broken out in Rosarno (Reggio Calabria). The immigrants are exasperated and tired of being exploited by the ‚Ndrangheta (the Calabrian Mafia) which is well-rooted in the local territory and closely connected to politics; and the ill-treatment and violence they are constantly being subjected to. The latest episode took place on Thursday January 7th, when two immigrants were fired at with air guns by two Italians, probably members of the local ‚Ndrangheta.
The immigrants, forced to live in makeshift shelters in dramatic and unhygienic conditions, work “off-the-book”, exploited and humiliated by organized crime. With the recent approval of the “security package” in Parliament, which foresees the arrest, imprisonment of up to six months and then deportation for “illegal” immigrants, the conditions these human beings are living in have drastically deteriorated, in every sense. Aber eine genauere Erklärung passt nicht einmal ansatzweise – denn was der französische Hersteller, den wir bislang hauptsächlich von Bluetooth-Freisprecheinrichtungen her kennen, hier auf der CES unter dem Namen AR.Drone präsentiert, könnte sich als Revolution herausstellen.
[cnet.de] Auf den ersten Blick handelt es sich dabei tatsächlich um ein ferngesteuertes Ufo. Die korrekte Bezeichnung wäre übrigens Quadrokopter, denn es ist ja ein identifiziertes Flugobjekt, das seine Höhe mit Hilfe von vier Rotoren hält – und darüber auch lenkt und steuert. [politiadefrontiera.ro] In the first 9 months of 2009, the Romanian Border Police detected more than 304 groups of migrants, 186 traffickers and 1.274 migrants were identified – foreign citizens.
Out of these, 12 groups were organized in order to commit trafficking with persons, with 34 identified traffickers and 64 victims.
At the "green border", more than 664 aliens were detected, who tried to cross illegally the border in Romania or to exit the country crossing the border fraudulently.
For counteracting this phenomenon, firm measures are undertaken in all the competence areas, acting both independently and in cooperation with the other institutions with responsibilities in the field. Belgian authorities on Wednesday (7 January) said they
will step up security at EU summits after being embarrassed by
Greenpeace activists who breached the system in December to stage a
surprise protest.
"From now on, there will be two ways in: One for heads of government
and another for the rest of their delegations," said Belgian interior
ministry spokeswoman Margaux Donckier, according to AFP.
She
added that the breach had highlighted "a system that has not evolved at
the same rate as the [enlarged] EU and in which protocol was given
priority over security."

Cash-strapped member states are reluctant to increase E.U. space funding.

the Lisbon Treaty, the European Space Agency and E.U. were in effect
separate organizations. The ESA had a different set of members and was
prohibited from developing explicit military- or security-related
programs. The E.U. is a policy-making body, the ESA the executive arm
for European space activities. Non-E.U. ESA states have now agreed to
alter this relationship, and the E.U. and ESA may now develop a more
dual-technology approach to key programs such as the satellite
navigation and positioning system Galileo and the Global Monitoring for

Was die Vorratsdatenspeicherung so gefährlich macht
[heise.de] Auf zahlreiche Beschwerden hin prüft das Bundesverfassungsgericht die Rechtmäßigkeit der Vorratsdatenspeicherung von Kommunikationsverkehrsdaten. Denn die Auswertung von Verkehrsdaten kann der sozialen Kontrolle dienen. Darüber hinaus ist der massenhafte Abgleich von Daten aus verschiedenen Datenbanken technisch kein Problem und eröffnet umso mehr Missbrauchspotenzial, je mehr Daten ohne Anlass und auf Vorrat gehortet werden.
Rund 35 000 Menschen, darunter auch die heutige Bundesjustizministerin Sabine Leutheusser-Schnarrenberger (FDP), hatten gegen das entsprechende Gesetz aus dem Jahr 2007 Verfassungsbeschwerden eingereicht. Die umstrittenen Verkehrsdaten geben Auskunft darüber, wer wann, wie oft und wo mit wem per Telefon oder Internet Kontakt hatte. Strafverfolger benötigen einen Richterbeschluss, der Zugriff von Geheimdiensten unterliegt keiner solchen Kontrolle. Die Telekommunikationsdaten werden seit Anfang 2008 gespeichert, die Internet-Verkehrsdaten seit Anfang 2009.

[europol.europa.eu] Improved and closer cooperation in combating cyber-crime is the result of a 3-day conference on cyber-crime related topics, which was held at Europol headquarters in The Hague during the first week of December 2009. This annual conference yielded a lot of interest from High Tech Crime investigators from European Union Member States. Subjects like cross-border operational info-exchange, cyber-crime case studies, new techniques in perpetrating digital attacks, new concepts in digital forensic analysis methods, future criminal trends, and training for law enforcement were all discussed during the event.
On the first day, a session was specifically dedicated to strategic issues. In particular, the establishment of the so-called ‘European Cyber-Crime Platform’, that includes the Internet Crime Reporting Online System (ICROS) launched under the French presidency in 2008, the Analytical Work File Cyborg to fight criminal groups operating on the internet and the Internet & Forensic Expert forum (IFOREX) to host technical data and training for cyber crime law enforcement, were all discussed. The European Cyber Crime Platform is a first step towards a more consistent and effective approach to fighting internet criminality at EU level. The Spanish EU presidency plans to set up a special unit aimed at sharing counter-terrorism intelligence among member states, according to Spanish media.
[euobserver.com] El Pais reports that the new body will facilitate the direct exchange of intelligence between two or several member states in close co-operation with the existing special counter-terrorism co-ordinator, Gilles de Kerchove, and the EU situation centre – a Brussels-based crisis management unit which includes counter-terrorism activities.
National counter-terrorism units in Spain, Great Britain, Germany, France, Denmark, the Netherlands, Italy, Belgium and Portugal support the plan, sources within the Spanish interior ministry told the newspaper.
