ITALY-FRANCE: 20 ACCORDS, FROM MEDITERRANEAN TO NUCLEAR POWER

Twenty accords in five key sectors have been signed during the Italy-France summit which came to an end in Paris with a resolve to strengthen cooperation between the two countries. The accords span issues such as the Union for the Mediterranean, immigration policy, nuclear power and defence, transport and culture.

[ansamed.info] THE MEDITERRANEAN: The text of the Declaration hails the institutional consolidation of the Union for the Mediterranean, symbolised by the creation of the organisation’s secretariat and the launching of the Italo-French Inframed Fund to promote sustainable infrastructure in the Mediterranean area. Italy and France have stated their support for the Spanish EU presidency ahead of the Union for the Mediterranean Summit, due to take place in Barcelona in June. This was further sealed by a joint declaration on immigration, which stresses the leading roles played by Italy and France in the fight against illegal immigration across the Mediterranean.

The declaration specifies which measures should be adopted at a European level to strengthen the EU’s external borders in enacting the road map of 29 measures agreed in Brussels on February 25 this year. At a bilateral level, the accord provides for measures to be adopted by France and Italy in order to combat illegal immigration: joint maritime patrols for the surveillance of territorial waters and operative cooperation with third-party states concerning matters of re-admission. Airline passenger conversations to be monitored under EU project

Airline
passengers could have their conversations and movements monitored under
a European Union project aimed at tackling terrorism.


[telegraph.co.uk] Brussels is funding research at Reading University aimed at detecting suspicious behaviour on board aircraft.

It uses a combination of cameras, microphones, explosives detectors and
a sophisticated computer system which would give a pilot early warning
of any danger.

But the work has alarmed civil liberties campaigners who fear the growth of the surveillance state.

At present intelligent CCTV systems which monitor and analyse
passenger behaviour using computer software are used in a number of
airports across the world, including at Hong Kong and Washington DC.
They are designed to pick up unusual or suspicious behaviour, such as a

Riot police put through their paces by fake protesters (video)

ABOUT 80 chanting “protesters” gathered outside Port Elizabeth’s soccer stadium yesterday afternoon as crowd control police were put through their paces before the World Cup.

[weekendpost.co.za] More than 700 crowd control police were put through a mock riot scenario involving petrol bombs, smoke grenades and water cannon with groups of “protesters” given free rein to cause havoc in and around the stadium to test the police’s readiness.

The South African head of police training for the World Cup, General Gary Krueser, and French police commissioner Hugues Codaccioni were at the stadium to assess policemen’s reactions to riots.

“The aim was to see how members responded to different scenarios,” Krueser said. “I feel we are ready, but there are some scenes we will have to polish up.”

During this June, leaders of different countries will come to Barcelona, among them members of the European Union or other states, such as Israel and Egypt, in order to treat topics like immigration, energy, trading, social control, tourism… This set of meetings does not have any other goal than to consolidate their power and manage the economic crisis inherent in the capitalist system to support the social peace. India sets sights on killer drones

NEW DELHI – Aside from the much discussed acquisition of big conventional
weapons by India, a silent accretion has been the fleet of reconnaissance and
"killer" unmanned aerial vehicles (UAVs), specifically aimed at neutralizing
threats from Pakistan, and possibly China in future.

[atimes.com] Official sources have told Asia Times Online that if everything goes as
planned, within the next two years India should possess a fleet of at least
25-30 attack UAVs compared to fewer than five now with such capabilities. Until
now, India has never admitted to using the destroyer UAVs.

Latest reports suggest that some surveillance UAVs may be deployed in Maoist-infested areas, following the deadly attack on Tuesday on
paramilitary forces in Chhattisgarh that killed 75 security personnel.

The sources say that the moves to acquire attack UAVs gained momentum after the
Mumbai terror attacks in November 2008, with Indian defense commanders pressing
for their procurement as they have been used by American in the Af-Pak region
to very good effect.

Van Rompuy will wieder EU-Gipfel in den Mitgliedsstaaten abhalten

EU-Erweiterung eingeführte Monopol seiner belgischen Heimat auf
EU-Gipfel abschaffen und europäische Großveranstaltungen künftig wieder
in den anderen Mitgliedsstaaten abhalten. "Es wäre eine gute Idee, wenn
zumindest eine Großveranstaltung, etwa der Europäische Rat, in dem
Mitgliedsstaat stattfindet, der die rotierende Ratspräsidentschaft
innehat", sagte der belgische Christdemokrat am Dienstagabend in einem
gemeinsamen Pressegespräch mit Bundeskanzler Werner Faymann (S) in Wien.

So könnte etwa während der ungarischen Ratspräsidentschaft im
nächsten Jahr eine EU-Großveranstaltung in Budapest stattfinden, sagte
Van Rompuy. "Das wäre ein Symbol, dass Europa nicht nur Brüssel ist,
sondern die 27 Mitgliedsstaaten." Heuer werde sich das aber nicht mehr
ausgehen, räumte Van Rompuy ein: "Die nächste Präsidentschaft ist

UAV trials begin in Dantewada next week

The government has decided to expedite the induction of unmanned aerial vehicles (UAVs), hoping these will help paramilitary forces take on the Maoists, make the war theatre transparent and reduce casualties.

Australia: Unmanned aircraft could soon patrol borders

UNMANNED aircraft may be detecting the weather, monitoring crops and patrolling Australia’s borders in the next decade.

government communications authority has begun considering ways to
allocate the spectrum space needed to communicate with the equipment to
avoid interference with defence force communications.

The
issue of unmanned aerial vehicles (UAV) emerged in a five-year outlook
on the country’s spectrum issues that was released by the Australian
Communications and Media Authority last week.

Although the US defence force has been using the vehicles for a
considerable time, it was only last September that it was announced the
Australian air force would use them, acquiring an unspecified number of
Heron UAVs.

„Managing“ Data and Dissent: Where Big Brother Meets Market Fundamentalism

[pacificfreepress.com]As the securitization of daily life increase at near exponential rates (all to keep us "safe," mind you) the dark contours of an American police state, like a pilot’s last glimpse of an icy peak before a plane crash, wobbles into view.
 
In the main, such programs include, but are by no means limited to the following: electronic surveillance (call records, internet usage, social media); covert hacking by state operatives; GPS tracking; CCTV cameras linked-in to state databases; "smart" cards; RFID chipped commodities and the spooky "internet of things;" biometrics, and yes, the Pentagon has just stood up a Biometrics Identity Management Agency (BIMA); data-mining; watch listing; on and on it goes.

Pity our poor political minders, snowed-under by a blizzard of data-sets crying out for proper "management"! Or, as sycophantic armchair warrior and New York Times columnist, Thomas Friedman, would have it, "The hidden hand of the market will never work without a hidden fist–McDonald’s cannot flourish without McDonnell Douglas, the designer of the F-15." der Nutzung von Tasern in Frankreich durchführt, wird am Mittwoch, den
7. April 2010 um 13h30 im pôle 2 Saal VII des Pariser
Berufungsgerichtes der Prozess gemacht.SMP Technologies Taser France
initiierte diese Berufung einer Entscheidung
des Pariser « Tribunal de grande instance « bei dem der Konzern gegen
RaidH verlor. Nun will SMP wegen « Beschädigung des Images der Marke Taser » sowie « Überschreitung der Grenzen der Meinungsfreiheit » erneut vor Gericht.

Dieses
äußerste juristische Vorgehen bietet dem RaidH die Möglichkeit
Entschädigungen wegen des überzogenen Verfahrens einzufordern, sowie
die Instrumentalisierung der Justizorgane durch Konzerne zur Debatte zu
stellen, die ihre privaten Interessen mit Klagen durchsetzen, eine in
ihrer nordamerikanischen Bezeichnung als SLAPP (Strategic Lawsuit

UK: Smile, you’re on the state’s candid camera

More than ever we are being watched. Most of us are aware of this but, even so, sometimes the extent of Britain’s surveillance society comes a shock. The movements of millions of motorists are being recorded each day and held on a police database in north London, in the majority of cases without the drivers’ knowledge or permission.

[timesonline.co.uk] The automatic number plate recognition (ANPR) system, which has been developed by police as a national system over the past four years, sounds innocuous enough. But it is being used to take up to 14m photographs of vehicles and their occupants each day. In London, cameras that were put up to police the congestion charge are now also accessed by the police for number plate recognition.

The police say ANPR is an invaluable “intelligence-led” tool in the fight against crime and terrorism. Suspicious vehicles, identified by their number plates, can be intercepted. INDECT unter Beobachtung

Der Europäische Datenschutzbeauftragte Peter Hustinx möchte verhindern, dass mit dem EU-Forschungsprojekt INDECT Überwachungstechnologien entwickelt werden, die den europäischen Grundrechten zuwiderlaufen. In einer zunehmend auf Technologien basierenden Gesellschaft müsse der Schutz der Privatsphäre "by Design" in neue Entwicklungen eingebaut werden.

[futurezone.orf.at] Anfang 2009 startete – vorerst unbemerkt von der Öffentlichkeit – ein von der EU mit fast elf Millionen Euro gefördertes Forschungsprojekt, das bestehende Überwachungstechnologien verbessern und miteinander verknüpfen soll.

Das Projekt INDECT (Intelligent Information System Supporting Observation, Searching and Detection for Security of Citizens in Urban Environment) soll Sicherheitskräfte und Polizei bei der Überwachung, dem Erkennen von Gefahren und der Suche nach Verdächtigen unterstützen und damit die Sicherheit der Bürger im städtischen Raum erhöhen. Eddan Katz von der Electronic Frontier Foundation (EFF) warnte bereits im Herbst vergangenen Jahres vor möglichen unerwünschten Folgen des Projekts für die Privatsphäre.

Der Europäische Datenschutzbeauftragte Hustinx sagte im Interview für das Ö1-Magazin "matrix", auch er sei im Laufe des vergangenen Jahres auf das Projekt aufmerksam geworden. (mehr auf futurezone.orf.at)

Frontex eyes drone planes for migrant searches

Frontex, the EU’s border control agency, is reportedly eyeing the possibility of using unmanned air vehicles (UAVs) for its anti-migration patrols.

[independent.com.mt] Arms manufacturers, it has been reported in specialist media, have been asked to advise Frontex on how their products can be used to stop asylum seekers entering the bloc’s territory.

Frontex, the EU’s border management agency, is to organise an event in Spain this coming June at which several makers of pilotless drones will give presentations.

Although the camera-carrying planes have been designed for war and have been used extensively in conflict zones, Frontex is now studying how they can be adapted for border surveillance.

Frontex is said to be examining what “added value” they can bring to tasks performed by the coast guards of EU member countries. “Special attention” is being paid to drones as they could be capable of monitoring vessels at sea for longer periods than the equipment currently in use. Data Mining: Facebook zwingt Crawler zur Löschung von 210 Millionen Profilen

Nein – es ist kein Aprilscherz. Und wenn, dann wäre er ein ganz übler, immerhin wurde die Meldung bereits von der “USA Today” aufgegriffen, womit nun wohl halb Amerika davon Notiz genommen haben dürfte.

[basicthinking.de] Vor einigen Wochen erregte Pete Warden einiges Aufsehen. Der
US-Datenspezialist hatte über sein Blog verkündet, dass er mittels
einer Crawler-Software die Profile von sage und schreibe 210 Millionen
Facebook-Mitgliedern ausgelesen und gespeichert habe. Das Ereignis ist schon einige Zeit her, Mitte März hatte “DiePresse” daraufhin ein Interview
mit Warden geführt, in dem dieser ein wenig über die Hintergründe der
Aktion erzählt. Die Facebook-Idee sei ihm nicht plötzlich gekommen, er
habe schon zuvor einen Crawler benutzt, um Google-Profile zu farmen.

Warden hatte die Facebook-Daten dazu genutzt, um sie auszuwerten und zu visualisieren: eine Weltkarte
gib Auskunft über Namen, Fan-Seiten und Aufenthaltsorte der Freunde. (weiter auf basicthinking.de)
