Israeli Device Harnesses Shock Waves for Homeland Defense
[defensenews.com] TEL AVIV – An Israeli-developed shock wave cannon used by farmers to scare away crop-threatening birds could soon be available to police and homeland security forces around the world for nonlethal crowd control and perimeter defense.
Israel’s Ministry of Defense recently approved a license for ArmyTec, a Netanya, Israel, technology development advisory firm, to market military and paramilitary versions of the Thunder Generator cannon.

Events and protest against the 13th European Police Congress
In 2010 the European Police Congress, a meeting of international police functionaries, politicians and various actors of the security industry, is again going to take place in Berlin. It is the 13th convention and just like the Congress on European Security & Defence, it is being organised by the publishing group "Behörden Spiegel". According to the organisers, last years convention was visited by 1800 participants from 70 countries.
Double Networking
As officially stated, the convention aims at "reinforcing existent relationships and developing new practices". The focal point is the expansion and consolidation of the cooperation of European repressive institutions, whose agenda is concerned with an "EU Internal Security Strategy". On the schedule is the "Stockholm Programme", a "multi-annual" programme on the future of European home affairs. This five year programme again calls for a "war on terrorism, organised crime and illegal migration", at the same time demanding the expansion of police, military and intelligence service cooperation. This encompasses the adoption of new technological standards for surveillance and control, for which the security industry will exhibit various products in the congress lounge.
The police congress wants to be "trendsetting" for the embedding of intelligence service methods into police procedures. Surveillance and repression increasingly operates "proactive", an in the police forces jargon common synonym for an "anticipatory approach", which has also been adopted by the NATO. During the police congress there will be diverse forums in which strategies are being put together to "fuse inner and outer security". Accordingly one panel poses itself the question "What can we learn from the armed forces?” Representatives of the NATO meet with police officials and intelligence agents, interior ministers and state secretaries go for coffee with security industry CEO’s at their stalls. Last year a podium talk on civil-military cooperation was given by Kai Vittrup, the chief of the EU police mission in Afghanistan. Vittrup has been chief of the UN police forces in the Kosovo as well as before being involved in leading policing positions in Sudan, Iraq and East-Timor. For years he has been chief of the police in Copenhagen, which only recently at the climate summit demonstrated how the policing of protest and resistance shall take place in the future to come. Neue Kompetenzen in der Europäischen Union
[pressebox.de] Mit der Ratifizierung durch die Tschechische Republik wurde der Vertrag von Lissabon von allen Mitgliedsstaaten der Europäischen Union angenommen und trat offiziell zum 1. Dezember 2009 in Kraft. Durch den Vertrag erhält die EU mehr Kompetenzen in den Bereichen Freiheit, Sicherheit und Recht, wodurch ihre Fähigkeit zur Verbrechens- und Terrorismusbekämpfung erheblich gestärkt werden soll. Auch im Falle von Anschlägen auf die Sicherheit europäischer Bürger soll die EU zukünftig handlungsfähiger werden. Im Bereich der Inneren Sicherheit sieht der Vertrag von Lissabon zunächst eine grundsätzliche Änderung vor. Die bisherige Aufteilung der polizeilichen und justiziellen Zusammenarbeit in Strafsachen soll abgeschafft und dadurch die Durchführung von EU-Maßnahmen erleichtert werden.
Laut Vertragstext entwickelt die Europäische Union eine polizeiliche Zusammenarbeit zwischen allen zuständigen Behörden der Mitgliedsstaaten. Dies umschließt Polizei, Zoll sowie andere auf die Verhütung und Aufdeckung von Straftaten und entsprechende Ermittlungen spezialisierte Strafverfolgungsbehörden. Continue reading „13. den neuen Flugzeugträger "Cavour". Die Regierung hat den Vorsitz der EUROGENDFOR,
die seit kurzem auch in Afghanistan im Einsatz ist, dieses Jahr von
Frankreich übernommen. Der Einsatz dürfte ein Musterbeispiel für den

Valletta, Malta – Libya’s foreign minister Wednesday appealed for more help in managing floods of migrants, telling European officials they do not understand the scope of the problem. "We are acting as guards to Europe, and Libya might not be able to continue to do this. You don’t know what the problem is. The problem is shouldered by Libya," he told reporters following a meeting with his Maltese counterpart, Tonio Borg, in Valletta.

The crush of immigrants has raised questions about the welfare of migrants traveling through Libya, especially after a December report by Jesuit Refugee Services, which described Libyan detention centres as "hopeless, dark, overcrowded and lacking basic sanitation and hygiene facilities." The first-ever international conference on maritime piracy financing which has opened at INTERPOL with the aim of fighting maritime piracy through closer global co-operation in financial investigations has heard that INTERPOL is to create an anti-maritime piracy task force.
[afrol.com] Hosted by INTERPOL’s General Secretariat headquarters in Lyon, the two-day conference (19-20 January) aims to formulate and provide the international community with a cross-sector platform for information-sharing and alerts on the financial aspects related to maritime piracy cases, and in particular to identify key money trails and networks.
The conference is co-sponsored by the United States Department of State and the United Kingdom’s Foreign and Commonwealth Office (FCO), and it brings together some 100 investigators, experts and policy makers from both the public and private sectors from more than 30 countries and from a dozen international organisations. [euobserver.com] US home affairs chief Janet Napolitano will join EU interior ministers gathering in Toledo to discuss enhancing security in European airports, including via full body scans, following the thwarted airline bomb attempt on Christmas Day.
Ms Napolitano is "firm in her view that scanning is a tool that can be used," but would not try to "impose" this on her European counterparts, a US government official told Brussels journalists ahead of the meeting.
The US has increased the number of body scanners at its airports, but the issue remains divisive amongst European governments. Only Great Britain and the Netherlands have introduced these machines, while France and Italy plan to study their efficiency before taking a decision. DIE NAMEN – Bei den Verhafteten handelt es sich um Manolo Morlacchi und um Costantino Virgilio, die in Mailand in ihren jeweiligen Wohnungen in der Via Gola 7 und in Viale Umbria 56 festgenommen wurden. Den Haftbefehl hatte die römische Untersuchungsrichterin Caivano auf Antrag des Antiterror-Pools der römischen Staatsanwaltschaft unter Leitung des Staatsanwalts Pietro Saviotti erlassen. Sie werden der Mitgliedschaft in der "per il comunismo – Brigate Rosse" genannten, als eine bewaffnete Bande konstituierten terroristisch-subversiven Vereinigung beschuldigt. Auch wenn noch nichts entschieden wurde, werden die Kräfte der Europäischen Gendarmerie mit Sitz in Vicenza zu den 1500 Polizisten gehören, die im Begriff sind, zur durch das Erdbeben verwüsteten Karibischen Insel aufzubrechen. Wie auch andere Länder, schickt sich Italien an, eine beträchtlichen Zahl Carabinieri zu entsenden, um zur öffentlichen Sicherheit beizutragen und Hilfslieferungen zu beschützen. Darauf weisen mehrere qualifizierte Quellen hin – auf der einen wie auf der anderen Seite des Atlantischen Ozeans.
Als erster hat in Brüssel der Staatssekretär des Außenministeriums Vincenzo Scotti davon gesprochen, der eine Zahl von einigen Dutzend Männern in den Raum gestellt hatte. Im laufe des Tages nahm die Zahl nach den neuen Uno-Anfragen jedoch zu, so dass es sich ingesamt um 200 Carabinieri handeln könnte. Scotti mutmaßte eine Teilnahme Italiens in herausragende Rolle an einer um die 150 Männer starke Kraft der Europäischen Gendarmerie. Security personnel are installing hundreds of closed circuit surveillance cameras around downtown Vancouver in preparation for the Olympics, but questions remains about whether or not many of the cameras will be removed after the Games.
[cbc.ca] By the time the installations are completed over the next 10 days, an estimated 900 RCMP cameras will be eyeing the crowds around Olympic venues like BC Place Stadium and GM Place. They will be watching for possible criminal activity and medical emergencies.
Another 90 cameras are being set up by the city of Vancouver at the two LiveCity party sites at West Georgia and Cambie Streets and David Lam Park, and along the makeshift pedestrian malls on West Georgia, Granville and Robson Streets. During a Mixed Commission meeting, high officials from both governments discuss various topics of importance to the two countries. Deputy Prime Minister and Minister of Foreign Affairs Dr Tonio Borg will head the Maltese team.

A spokesperson for the Ministry of Foreign Affairs also confirmed that co-operation in the fields of culture and the audio-visual industry will be discussed. Emphasis to return immigrants to country of origin

[timesofmalta.com] The European Union’s patrols aimed at controlling the flow of illegal immigration in the central Mediterranean will resume in April and end in October.
The mission this year would focus on returning illegal immigrants to their country of origin from member states and EU countries would be encouraged to contribute, the head of the EU’s border control agency, which coordinates the mission, said yesterday.
Ilkka Laitenen, head of Frontex, was briefing the Civil Liberties Committee of the European Parliament.

Swedish commissioner begins to clear her own path in bid to balance security and rights.

in her hearing before the European Parliament, one that indicated that
the commissioner-designate for home affairs will strive to remain very
much her own woman in one of the most difficult balancing acts in the
Commission.
Although the civil liberties committee is not dominated by civil
libertarians, the commissioner-designate for home affairs projected her
own liberal political identity and beliefs in her answers. And while
other commissioners-designate have dutifully followed the established
Commission line, Malmström took firm positions. She was forceful, for
example, in arguing for an increase in legal immigration to help keep
the EU competitive and in defending the fundamental rights of illegal

The European Parliament is threatening to derail an interim agreement allowing US authorities to track European bank transactions in terrorism investigations unless certain concessions are made.
[euobserver.com] The president of the European Parliament Jerzy Buzek at the end of last week sent a second letter to the Spanish EU presidency asking for more information on the so-called Swift agreement.
"We have not received any answers to the first letter, sent in December to both the [outgoing] Swedish and the [incoming] Spanish EU presidencies," a spokesman for Mr Buzek said.
A plenary debate on the matter is scheduled for Wednesday in Strasbourg, during which the Spanish presidency is expected to give more answers on the technicalities of the deal.

[ilgiornaledivicenza.it] Seit Dezember trainieren die Männer von Kommandant Esteves die nationale Polizei, dann folgen die Beamten als Supervisoren bei den täglichen Operationen auf dem Territorium.
Vicenza. Zweihundert Experten der Europäischen Gendarmerie sind mit der Bildung der afghanischen "Carabinieri" betraut. Offiziell hat die Mission der Eurogendfor-Militärs, die beim Training der respektive des italienischen Systems eben mit der Arma dei Carabinieri vergleichbaren Afghan National Civil Order Police (Ancop) im Einsatz sind, am 8. Dezember begonnen. Diese im Rahmen der NATO Training Mission (Ntm, der Trainingsmission der Nato) stattfindende Mission wurde im Oktober geplant, als der portugiesische Oberst Jorge Manuel Garpar Esteves, Kommandant der Gendarmerie mit Sitz in der Kaserne "Chinotto", sich nach der Entscheidung des aus den Vertretern der Ministerien der verschiedenen Länder zusammengesetzten Interministeriellen Komitees Hohen Grades (Cimin), das im Mai beschlossen hatte, bei der NATO-Trainingsmission eben die Gendarmerie einzubeziehen, zur Planung der Operationen für zwei Wochen nach Kabul begeben hatte. Die Leitung und die Supervision der lokalen Kräfte ist übrigens eine der Audgaben der Egf, die Carabinieri, die französische Gendarmerie, die spanische Guardia Civil, die holländische Marechaussée, die portugiesische Guardia Nacional und die rumänische Gendarmeria umfasst. Die Eurogendarmerie ist bei der Handhabe von Krisen – auch in sehr instabilen Rahmensituationen – eines der effektivsten den internationalen Organisationen zur Verfügung stehenden Instrumente.
[grnet.it] Auf Grundlage der von den Carabinieri erworbenen Erfahrungen in den internationalen Missionen geboren, ist die EGF zusammenfassend eine aus Polizeikräfte mit militärischer Ordnung in der EU (Arma dei Carabinieri, französische Gendarmerie Nationale, spanische Guardia Civil, portugiesische Guarda Nacional Republicana, holländische Marechaussee und rumänische Jandarmeria Română) zusammengesetze multinationale Struktur, die unter NATO-, UNO-, EU-Schirmherrschaft bzw. unter Schirmherrschaft von aus unterschiedlichen Ländern konstituierten Koalitionen in der Lage ist, in Krisengebieten zu intervenieren – als Ersatz oder Unterstüzung der lokalen Polizeikräfte, wenn diese ganz oder teilweise nicht imstande sind, den eigenen Aufgaben gerecht zu werden.
