[politiadefrontiera.ro] In the first 9 months of 2009, the Romanian Border Police detected more than 304 groups of migrants, 186 traffickers and 1.274 migrants were identified – foreign citizens.
Out of these, 12 groups were organized in order to commit trafficking with persons, with 34 identified traffickers and 64 victims.
At the "green border", more than 664 aliens were detected, who tried to cross illegally the border in Romania or to exit the country crossing the border fraudulently.
For counteracting this phenomenon, firm measures are undertaken in all the competence areas, acting both independently and in cooperation with the other institutions with responsibilities in the field.
Also, based on the collaboration agreements with the other structures dealing with public order and safety in the country, the border policemen participate at joint actions and controls, the aim is to identify and detect the persons sustaining the illegal migrants.
In 2009, Romanian Border Police undertook firm measures, in all the competence areas, in order to detect and detain persons intending to transit illegally the Romanian state border and to prevent and counter illegal migration and trafficking with persons.
As a result of these measures, during the reference period (9 months of 2009), 304 groups of migrants were detected, out of which 12 groups were organized in order to commit trafficking with migrants, according to Law no 39/2003, 186 traffickers and 1.274 migrants were totally identified.
The methods used by the migrants for trying to cross illegally the Romanian borders are: use of false passports / visas, hiding in transportation means, trying to exit / entry illegally through border point (eluding the check) and illegal crossing / attempt of crossing at the "green border".
In many of the cases, foreign citizens enter legally in our country and, subsequently, they are detected at the exit from Romania, while attempting to cross illegally the border (with false or falsified documents, hidden in transportation means, etc.).
From point of view of illegal border crossings / attempts of crossing, in 9 months of 2009, 406 aliens were detected, who tried to enter illegally in the country at the "green border" or to elude the specific check carried out in the border point, as well as 258 aliens who tried to exit illegally from Romania, using the same methods.
Another 610 aliens were detected in the border points with false passports / visas (193 persons) or hidden in the transportation means (417 persons).
On border sections, the situation evidences that the most "used" border is Hungary, followed by Ukraine and Republic of Moldova.
For counteracting illegal migration of foreign citizens, the Romanian Border Police undertakes firm measures in the competence areas in order to detect and detain the persons intending to transit illegally the Romanian state border, respectively:
1. enhancing the state border surveillance and control and creating mobile teams, moving according to the action directions of criminal elements.
2. development of cooperation internally – with the other institutions dealing with insuring the state safety and countering cross-border crime – as well as internationally – with similar authorities from the neighbouring and E.U. member states.
Based on the collaboration agreements with the other structures dealing with public order and safety, the border policemen carry out, currently, joint actions and controls inside the country, in places and environments favourable for committing these type of actions, the aim is to identify and detect the persons supporting illegal migrants.
Also, both directly and by means of existent contact points at the border, our employees carry out an operational data and information exchange with the counterparts from the neighbouring and E.U. member states.
3. using, at maximum capacity, the logistic equipments and the continuation of professional training of border police employees, by specializing them in the main fields of crimes, including countering illegal migration.
