The agenda was adopted as reflected below. In their opening statements, the Spanish Presidency and the Commission insisted on the importance of cooperation with Ukraine. Substantial changes had occurred in the EU in recent months, inter alia the entry into force of the Lisbon Treaty, the Stockholm programme and the adoption of the Internal Security Strategy.
