The European Maritime Security Service, MARISS is the first phase of a pan-European activity of ESA (European Space Agency) under GMES (Global Monitoring for Environment and Security). The objective of MARISS is the development of integrated maritime and costal services to support European regions.At the DLR site in Neustrelitz (Mecklenburg-Western Pomerania), an application for ship detection based on satellite image data of synthetic aperture radar (SAR) from ERS2, ENVISAT and TerraSAR-X has been developed and implemented. Hermes operations week all through the European Union, 11 – 17 October
During the first phase of operation Hermes, statistical data on illegal immigration flows were gathered from the participating Member States, which revealed that it is quite problematic to gather and analyse data within our area of freedom of movement, as the Member States have no standardised method to collect and store this kind of information. This made the second – operational – phase even more important. In October, a one-week control operation on illegal immigration within Europe was organised in the participating Member States: Sweden, Italy, the United Kingdom, Greece, Luxembourg, Portugal, Finland, Bulgaria, Spain, France, Germany, Poland, the Netherlands, Hungary, Belgium, Estonia, Ireland, Cyprus, Austria, Slovakia, Slovenia and Switzerland (part of the Schengen Agreement but notably not a member of the European Union). The operation was coordinated by the Belgian Police, through National Contact Points with the assistance of the Aquapol, Tispol and Railpol platforms. Police-state tactics against protesters in Britain
The repression of students, lecturers, school pupils and others protesting against the British Conservative-Liberal Democrat government is the worst seen in decades.
Since the first protest of more than 50,000 students in London on November 10, ever larger squads of riot police have carried out increasingly violent assaults. Beatings and mass arrests of hundreds of students have taken place. These arrests have been made during and after demonstrations held in London and in towns and cities nationwide—many resulting from intelligence operations carried out by specialised units dedicated to counter-insurgency operations. Verbindungen zwischen dem Militär und der Videospiele-Industrie
Bewegte Bilder und Animationen zur Unterhaltung in den Dienst des Militärs zu stellen – so genanntes Militainment –, ist nicht neu. Als Geburtsstunde des Kriegsfilms gilt beispielsweise der 90-sekündige Propagandafilm TEARING DOWN THE SPANISH FLAG (USA) von 1898 – nur fünf Jahre nach der ersten Leinwandprojektion bewegter Bilder. US-Soldaten zeigen darin das Einholen der spanischen Flagge in Havanna, um dann die US-amerikanische zu hissen.[1] Im Zweiten Weltkrieg läuft das Kino als Propagandamaschine zur Höchstform auf, vor allem in Deutschland. Krieg als Thema oder Element findet sich heute zunehmend auch in Videospielen[2], besonders oft bei Action-, Strategie- und Simulations-Spielen. Vom Einzelkämpfer über die Steuerung eines Waffensystems (Panzer, Flugzeug etc.) bis hin zum generalstabsmäßig angelegten strategischen Planspiel reicht die Palette, wobei in einem Spiel auch unterschiedliche Elemente nebeneinander auftreten können.[3] (weiter auf imi-online.de)

Who is Anonymous
In their most recent public statement, WikiLeaks is the only group of people to identify Anonymous correctly. Anonymous is not a group, but rather an Internet gathering.
Both Anonymous and the media that is covering it are aware of the percieved dissent between individuals in the gathering. This does not, however, mean that the command structure of Anonymous is failing for a simple reason: Anonymous has a very loose and decentralized command structure that operates on ideas rather than directives.
We do not believe that a similar movement exists in the world today and as such we have to learn by trial and error. We are now in the process of better communicating some core values to the individual atoms that comprise Anonymous – we also want to take this opportunity to communicate a message to the media, so that the average Internet Citizen can get to know who we are and what we represent. Finger weg von meiner DNA!
DNA-Sammelwut stoppen! – Die Menge an gespeicherten DNA-Profilen ist in den letzten Jahren explodiert. Die polizeilichen DNA-Datenbanken werden derzeit EU-weit vernetzt. Bisher ist kein Ende der DNA-Sammelwut in Sicht. Wir wollen das ändern!
Durch die Sammelwut der Polizeibehörden werden immer weitere Teile der Bevölkerung in der DNA-Datenbank des Bundeskriminalamtes erfasst. Analyse und Speicherung von DNA-Profilen gehören immer öfter zum Standard in polizeilichen Ermittlungen. Schon lange geht es nicht mehr nur um schwere Gewaltverbrechen. Mit einer Gesetzesreform von 2005 ist der staatliche Zugriff enorm ausgeweitet worden. Von den über 800.000 DNAProfilen, die heute in den Datenbanken des BKA gespeichert sind, bezieht sich der allergrößte Teil auf Kleinkriminalität, von Beleidigung bis Diebstahl – und jeden Monat kommen über 8.000 DNA-Profile hinzu. Auch können Profile seit 2005 ohne richterlichen Beschluss gespeichert werden, wenn die Person freiwillig der Speicherung zustimmt. Was aber bei polizeilichen Ermittlungen oder im Knast Freiwilligkeit bedeutet, kann sich jede und jeder selber denken. (pdf unter gen-ethisches-netzwerk.de)
Italy-Libya sign agreement to fight illegal immigration by sea
Italy and Libya have signed a technical and operational protocol to fight illegal migration by sea, according to the Italian media.
The agreement was signed by Italian Home Affairs Minister Roberto Maroni and Libyan minister Abdelfattah Younis Farag Al Obeidi.

UNODC and League of Arab States launch US $ 100 million five-year regional programme
Cairo/Vienna. 8 December 2010 (UNODC) – UNODC Executive Director Yury Fedotov and the Secretary General of the League of Arab States Mr. Amre Moussa today in Cairo officially launched a five-year Regional Programme on Drug Control, Crime Prevention and Criminal Justice Reform for the Arab States for the period 2011-2015. The programme will have three pillars, namely: countering illicit trafficking, organized crime and terrorism; promoting integrity and building justice; and drug prevention and health.
Countries in the Arab region grapple with common problems of transnational organized crime, such as increased incidences of illicit trafficking in drugs and persons; smuggling of migrants and arms; terrorism; and acts of money-laundering. The aim of this publication is to provide guidelines for the adoption of good practice in the light of experience acquired, while supplying the competent judges and prosecutors with specific information on how EAW forms should ideally be filled in. Frontex RABIT Deployment to Greece Extended Until March 2011
Frontex Executive Director Ilkka Laitinen signed a decision on December 3 authorising an extension of the Agency’s deployment of Rapid Border Intervention Teams (RABITs) to the Greek-Turkish land border.
The RABIT deployment, initiated by a request on October 24 by Greece, was provisionally planned for two months’ duration from its initiation on November 2, 2010. CEPOL and Turkey Sign Cooperation Agreement
European Police College and the Turkish National Police Institute today signed a cooperation agreement at the Turkish Delegation to the European Union (EU) in Brussels which underlines the importance of law enforcement training in the framework of the overall European approach to security and in the context of EU enlargement.

Den EU-Imperialismus bekämpfen – für internationale Solidarität und Klassenkampf
Am 10. Dezember 2010 soll in Freiburg der sogenannte deutsch-französische Gipfel stattfinden, nach 2001 zum zweiten Mal in unserer Stadt. Neben den Staatschefs Merkel und Sarkozy reist eine ganze Schar Minister für die Gespräche im Rathaus an. In etwa vier Stunden wollen die führenden Vertreter der BRD und Frankreichs über die nationalen Beziehungen der beiden Länder und die gemeinsamen Interessen, vor allem im Rahmen der weiteren EU-Formierung, diskutieren. Diese Formierung beinhaltet vor allem innere und äußere Aufrüstung der EU-Staaten zur Sicherung und Vermehrung des Eigentums der herrschenden Klasse, sprich Klassenkampf von oben und imperialistischer Krieg.
Die Entwicklung der EU lässt sich seit dem Wegfall der Systemkonkurrenz und vor allem deutlich in den letzten Jahren der ökonomischen Krise als Herausbildung einer eigenständigen imperialistischen Kraft charakterisieren. Eine Datenbank soll künftig alle modernen Überwachungstechnologien vereinen. Die Forschung im Auftrag der Europäischen Union, an der eine deutsche Hochschule beteiligt ist, läuft unter strenger Geheimhaltung. Auch die Bundesregierung blockt.
In fünf Jahren will die Europäische Union ein völlig neuartiges Überwachungsinstrument schaffen – INDECT heißt es, und ist der Prototyp einer Überwachungsplattform, die alle modernen Späh- und Spitzeltechniken zu einem einzigen Netzwerk vereint. Laut EU-Kommission arbeitet INDECT an der »automatischen Aufdeckung von Bedrohungen« und »von abnormalem Verhalten und Gewalt.« (weiter auf neues-deutschland.de)

Abbiamo fermato l’invasione: “We have stopped the invasion”, a Northern League poster boasted in March 2010 before the regional elections in Italy. The press could rejoice about seeing “Lampedusa returned to the fishermen”, since the identification and expulsion centre on the island, which had seen over 30,000 “illegals” disembark in 2008, and still 1,220 in February 2009, was henceforth empty since October. GMES and Africa – making development sustainable
Achieving sustained progress towards development goals in Africa involves careful analysis of environmental changes as well as of the long-term impact of human activities. The GMES programme provides the ideal framework to carry out this type of analysis in a systematic way.
The Global Monitoring for Environment and Security (GMES), an initiative of the European Union and the European Space Agency (ESA), is being developed to provide, on a sustained basis, reliable and timely services related to environmental and security issues in support of users and public policy makers’ needs.

3051st Council meeting Justice and Home Affairs
Main results of the Council
Home affairs ministers adopted negotiation directives for PNR agreements with Australia, Canada and the United States of America. This allows the Commission to start negotiating with these three countries. Further discussions on the fight against terrorism focused on:
– the EU counter-terrorism coordinator’s latest report and discussion paper,
– the question of sharing information on terrorist threat levels between the member states, and
– the recommendations of the ad hoc High Level Group on cargo security/civil aviation.
Other home affairs items included a discussion on the Commission’s communication on concrete actions regarding the EU’s Internal Security Strategy. Home affairs ministers also adopted conclusions on preventing and combating identity-related crimes and on the fight against crimes committed by mobile (itinerant) criminal groups as well as an action plan to combat illegal trafficking in so called “heavy” firearms. Online-Durchsuchungen durch den französischen Geheimdienst
Nach den merkwürdigen Einbrüchen bei Journalisten und Redaktionen vor einigen Wochen geht nun die Meldung durch die Medien, dass der französische Inlandsgeheimdienst (DCRI) Computer durchsucht, ohne auf ein entsprechendes Gesetz zu warten.
Eigentlich sollte in dieser Woche die französische Nationalversammlung eine Reihe von Überwachungsmaßnahmen mit dem Gesetzespaket LOPPSI2, das bereits die erste Hürde durch den Senat genommen hat, genehmigen. (weiter auf wasistas.wordpress.com)
Supercomputer hunts child abusers
With the help of their 1.8 petaflop supercomputer, Jaguar, researchers at the Oak Ridge National Laboratory in Tennessee are sifting through internet traffic in search of suspicions patterns that will lead police to the perpetrators of child pornography.
In standard police work, checking a suspect’s hard drive will show whether they have been downloading illegal content such as child pornography. (more on newscientist.com)
EURO 2012 safety and security
Experts from the Standing Committee on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches (T-RV) paid a two-day visit to Poland. They talked to Polish organizers of EURO 2012 about the safety and security of the tournament. The delegation also watched a friendly match between Poland and Ivory Coast in Poznań and checked safety and security systems that are in place at the stadium, which will soon be used for the European Championships.
The chairman of the Standing Committee on Spectator Violence and Misbehaviour at Sports Events (T-RV) is Paulo Gomes, who was responsible for safety and security of European Football Championships in Portugal in 2004.
