Anlässlich einer EU Konferenz und des "Tages
des Grenzschutzes" in Warschau, beide von Frontex organisiert, werden
am 22. Mai 2010 die EU-Grenz- schutzagentur, ihre Technologien,
Überwachung und Steuerung thematisiert.
[no-racism.net] Am 24. Mai 2010 werden Firmen und EU-Bürokrat_innen an der Konferenz
und Ausstellung "Überwachungstechnologie zur Grenkontrolle"
(Surveillance Technology for Border Control) teilnehmen, die von der in
Warschau ansässigen EU-Migrant_innenjagdagentur FRONTEX veranstaltet
wird.
Am 25. Mai findet der "Europäische Tag des Grenzschutzes" statt und auch
der fünfte Gründungstag von FRONTEX, weshalb die Konferenz der
Entscheidungsträger_innen "Die Zukunft des Grenzmanagements in Europa
und die Rolle von FRONTEX" genannt wurde. Als einen kleinen Akt des
Widerstands wird es eine Gegenkonferenz und Proteste am Tagungsort
geben.
Staat und Kapital handeln schon lange nach dem Prinzip von "Teilen und
Herrschen". Die zufällige Unterteilung von Menschen entlang nationaler
Grenzen bestimmt oft die Klassenzugehörigkeit, ob man in relativem
Wohlstand geboren wurde oder in Armut.
Seit Urzeiten sind Arbeiter_innen auf der Suche nach besseren
Bedingungen über diese Grenzen gewandert und haben versucht der
unerträglichen Armut zu entfliehen. Doch diese Opfer von Armut, Krieg,
innerer Vertreibung und ökologischen Katastrophen werden gejagt von den
Agenten des Grenzmanagements. Diese versuchen abzusichern, dass der
weltweite Bedarf an billigen Arbeitskräften an seinem Ort bleibt.
Dadurch leisten sie den Rassist_innen und Fremdenfeinden Vorschub, die
die Festung Europa beschützen wollen vor jenen Leuten, die durch die
Politik und Praxis der Europäischen Union teilweise vertrieben wurden.
Die [europäischen] Arbeiter_innen werden überschüttet mit Propaganda,
die ihnen einzureden versucht, dass dies notwendig und in ihrem
Interesse ist, obwohl sie tatsächlich für dieses grausame und tödliche
Regime bezahlen müssen.
Während die Technik zur Überwachung und Steuerung [im Inneren] zunimmt,
werden die gleichen Technologien benutzt, um Migrant_inen an den Grenzen
zu kontrollieren, wie sie auch verwendet werden, um Demonstrant_innen
und andere Dissident_innen einer höheren gesellschaftlichen Kontrolle zu
unterwerfen.

The regular influx of visitors means greater attention must be given to the security of people as they go about their business, whether recreational or professional. This was the motivation behind the town council’s decision to trust in Security Consultant Mario Grippa’s recommendation to launch a community surveillance project based on a system of network cameras. For image transmission, he also suggested trialling an innovative alternative to conventional cabling systems. explosion of data being collected and processed (or not) by thousands of
UAVs. Because UAVs provide valuable information, the US military has
been asking for more and more of them to be sent to Iraq and
Afghanistan. Be careful what you wish for. You might just get it.
All that information needs to be processed so that it is useful for
the commanders in the field. Software that can archive and retrieve
information when needed and display it on a user-friendly interface is
available in the commercial sphere. But the technology is not being
developed and deployed fast enough in the military sphere.
As Lt. Gen. Deptula, USAF deputy chief of staff for intelligence,
surveillance, and reconnaissance, said recently, “We are going to find
ourselves in the not too distant future swimming in sensors and drowning

countries met in Kehl and Strasbourg. Extensive security measures were
being implemented in both cities.
In the course of the ARGOS project, satellite images of both cities on
that day were taken to provide examples for the possibilities and

[zki.dlr.de] Vom 6. bis 8. Juni kamen die Staats- und Regierungschefs der
G8-Staaten in Heiligendamm zu ihrem jährlichen Gipfeltreffen zusammen.
Der Bereich um Heiligendamm war aus Sicherheitsgründen weiträumig
abgesperrt und durch einen Sicherheitszaun abgegrenzt. Zahlreiche
staatliche und nichtstaatliche Organisationen waren mit der logistischen
Organisation und Sicherung sowohl der offiziellen Gipfelveranstaltung
als auch der Protestaktionen betraut.
Im Rahmen von Forschungsarbeiten zur Erfassung von
Großveranstaltungen mittels Satellitenbilddaten hat das ZKI des DLR aktuelle
Satellitenbilder vom 1. und 7. Juni 2007, also kurz vor und während des
G8-Gipfels, aufbereitet und analysiert. Die Satellitenbildkarten wurden
via Satellit in naher Echtzeit zur Einsatzleitung des Technischen
Hilfswerkes vor Ort bei Heiligendamm übertragen. Das DLR
nutzte hier die Satellitenkommunikation, die vom ESA-Forschungsprogramms
ARTES 3 bereitgestellt wurde, um Erfahrungen
für weitere Entwicklungen im Zusammenspiel von Satellitenbildanalyse und
satellitengestützter Kommunikation zu sammeln. Diese Erkenntnisse
fließen insbesondere in das EU-Projekt LIMES
ein.

Ein leitender Mitarbeiter des US-Verteidigungsministeriums bestätigte, dass Internet-Attacken gegen die USA zum tödlichen Gegenschlag in der echten Welt führen könnten.

Diese Antwort kam auf die ketzerische Frage, ob Militäreinsatz nach einem Cyberangriff angedacht sei.
Was nun wirklich ein kriegerischer Akt ist, sei ja noch gar nicht klar definiert. Feindliche Handlungen wie digitale Spionage oder Einspeisen gefälschter Daten seien wohl noch kein ernstzunehmender Kriegsakt, beschwichtigt Miller die eigenen Worte. Man versuche aber, die Grauzonen erst einmal auszuloten.

The screams of abuse and the thunder of batons battering shields swept across various sites in and around RAF Alconbury as police faced a barrage of missiles.

My last report on the implementation of the EU Counter Terrorism Strategy (15359/1/09) argued that it made sense to perform this exercise only once every year. Nevertheless, in fulfilment of my role to promote effective implementation of the Strategy within the framework of the Union, I would like to draw the Council’s attention to a small number of issues where action is important and timely.
The most important task currently facing all the bodies of the Union is how to get maximum advantage from the opportunities presented by the Treaty of Lisbon. This should allow the Union to take a major step forward in the coherence of its policy making, especially combining internal and external aspects of policy. In the area of Justice and Home Affairs we already have the ambitious tasks of implementing the Stockholm Programme and Internal Security Strategy, which include a number of measures directly or indirectly combating the terrorist threat. I do not want to add to the burden, and the examples presented here highlight a number of areas where work is already underway, and where progress will have a special value in demonstrating what can now be achieved by a more integrated approach.

Bundeskriminalamts (BKA), am Mittwoch auf einer Konferenz zur
IT-Sicherheit in Berlin zu sagen hatte: "In fast allen
Kriminalitätsbereichen bedienen sich die Täter modernster Technik und
nutzen das Internet als Tatmittel." Vom "Tatmittel Internet" ist beim
BKA die Rede, wenn Täter das Internet gebrauchen, um ein Verbrechen zu
begehen. In etwa so wie ein Bankräuber ein Auto verwendet, um damit zur
Bank zu fahren, die er überfallen will.
Insgesamt 207.000 Taten mit dem "Tatmittel Internet" hat es laut BKA
2009 gegeben, das sind 30.000 mehr als 2008. Aber auch in der
Computerkriminalität im engeren Sinn, vom BKA Informations- und
Kommunikationskriminalität (IuK-Kriminalität) genannt, nehmen die Fälle

Plan to implement the concerted strategy to combat cybercrime) the
Council concluded, among other things to suggest, in the medium-term
perspective "to promote relationships with European Agencies (EMSI,
CEPOL, EUROJUST, EUROPOL, ENISA, etc.), international bodies (INTERPOL,
ONU, etc.) or third countries on new technology subjects, in order to
reach a better understanding of the trends and modus operandi of this
type of crime. The Commission is invited to facilitate this objective.”
The ENISA Executive Director, Dr Udo Helmbrecht, welcomes the
perspective to work closer with these bodies on cyber crime matters.

proposal for European Earth observation programme (GMES) and its initial
operations 2011–2013 (COM(2009)0223) has been unanimously approved by
the European Parliament’s Committee on Industry, Research and Energy
(ITRE), with MEP rapporteur Norbert Glante (S&D, Germany).
The committees on Budgets (BUDG) and Environment
(ENVI) gave opinion on this draft report, with MEPs in charge
respectively Damien Abad (PPE, France) and Vittorio Prodi (S&D,
Italy).
The EU funding foreseen for the 3-year initial
operations phase is €107 million, supplemented with €209 million from
the "space" theme of the Seventh Research Framework Programme (FP7) for
accompanying research actions. The GMES programme should be fully
operational by 2014. ESA will be responsible for technical co-ordination
and implementation.

[defenceweb.co.za] AgustaWestland has opened a helicopter assembly and maintenance factory in Libya in a joint venture with Tripoli at a cost of almost 18 million euros. The facility is at Abou Aisha airport, 60 km South of Tripoli and will be operated by the Libyan Italian Advanced Technology Company (LIATEC).
AgustaWestland in a statement says the opening marks “the latest major achievement for AgustaWestland in Libya where the company has recently sold more than 20 helicopters including AW109 Power light twins for border patrol duties, AW119Ke single engine aircraft for emergency medical service missions and AW139 medium twins for general security.”
LIATEC is a joint stock company incorporated in Libya and established through an agreement signed in January 2006 by three shareholders – the Libyan Company for Aviation Industry (50%), Finmeccanica (25%) and AgustaWestland (25%). London, UK – London police started popping up signs in shops and internet shops around London warning people of accessing "extremist" material while online.
[fromtheold.com] Like in the United States where just about anything from taking photos to joining a group that does not agree with government can land you in jail this poster does not really make it clear who is "extreme" or not.

[spacedaily.com] The Army’s one millionth Unmanned Aerial System flight hour marks a window in time through which to view a broader trajectory of explosive change and expansion – one in which the advent of UAVs in Iraq and Afghanistan have added more eyes to the fight, found and destroyed more enemies and saved more lives – all the while altering the way the Army operates on a modern asymmetrical battlefield.
"The ability to have eyes out forward becomes a true combat multiplier," said Col. Gregory Gonzalez, project manager, Army UAS.
The growth in UAS since the beginning of OEF and OIF is staggering – the Army inventory jumped from a handful of systems in 2001 to roughly 1,000 aircraft by 2010 and is now logging up to 25,000 of UAV flight hours per month in support of combat operations in Iraq and Afghanistan. A Seattle-based R&D Company, LaserMotive has recently unveiled a strategy through which lasers can transmit power to Unmanned Aerial Vehicles (UAVs) in flight, giving them potentially unlimited endurance aloft.
[brahmand.com] The new system will supply unlimited power, extend UAV abilities and will also enable new missions, according to a news release by LaserMotive.
The proposed system is based on a technology which the company developed for its winning entry in the Power Beaming Competition for a prize of nearly $1 million.
The new system will use laser power beaming – the wireless transfer of energy from one location to another using laser light – to create an unlimited source of power for unmanned aerial vehicles, one of the largest growth sectors in the aerospace and defense industries. [telegraphindia.com] A private firm will supply unmanned aerial vehicles (UAVs), the eyes in the sky to be used to track Maoists in inhospitable terrain, besides the familiar job of watching enemy movements across the border. Ludhiana’s Bhogal Hobby Tech — a group better known for its cycles — will supply UAVs to the Indian Air Force (IAF).

“A-Punkte”, die bereits von den Sherpas des Rates bis zur Unterschriftsreife verhandelt worden waren, mussten auf den Segen nicht lange warten. Nur drei Tage später erteilte ihn der Rat für Allgemeine Angelegenheiten. Wie erwartet, wurde auch das ominöse Instrument zur Früherkennung von “Radikalisierung und Gewaltbereitschaft”
durchgewunken, über das an dieser Stelle bereits berichtet wurde.
Nun hat das Ratsregister Einzelheiten veröffentlicht: Das Instrument zur Erfassung, Integration, Interpretation und dem Austausch von Daten könnte, liest man, “mit großem Nutzen von der Polizei, den Sicherheits-
und den Nachrichtendiensten sowie von Einrichtungen, die an der Bekämpfung von Radikalisierung und Gewaltbereitschaft und letztlich des Terrorismus mitwirken, genutzt werden; die einen wie die anderen haben
möglicherweise direkten oder indirekten Zugang zu Grundinformationen in erheblichem Umfang”.
Antworten zu 70 Fragen, gegliedert in vier Themenbereiche, sollen die AnalystInnen in das System einpflegen: Da geht es erstens um “Ideologien und radikale Botschaften”; namentlich genannt werden “Extreme Rechte/Linke, Islamismus, Nationalismus, Globalisierungskritiker usw.“ (weiter auf taz.de)
