Die US-Geheimdienste haben ihren neuesten Bericht zur Zukunft der Welt
veröffentlicht – ein (oder mehrere) Zukunftsszenarien. Nicht
überraschend geht es zukünftig vermehrt um Konflikte um Resourcen, um
Wasser und Energie.
Der Bericht wurde vom National Intelligence Council erstellt und gibt sehr detailliert Auskunft über die Ideen und Strategien aus Sicht der USA und ihrer Sicherheitsbedürfnisse. (Bericht als pdf).
Das Thema Überwachung kommt als solches benannt nur zweimal in dem
Bericht vor. Zum einen in der Analyse es Terrorismus der Zukunft und
den geeigneten Gegenmaßnahmen:
Some governments will likely respond to increasing
terrorism and internal threats by expanding domestic security forces,
surveillance capabilities, and the employment of special
operations-type forces. Counterterrorism and counterinsurgency missions
increasingly will involve urban operations as a result of greater
urbanization. Governments, citing the need for enhanced internal
security and their desire to control the influx of unwanted refugees
and immigrants, may increasingly erect barricades and fences around
their territories to inhibit access.
Zum anderen bei der Zukunft der Kriegsführung und der Bedeutung von Informationen:
The Increasing Importance of Information. Advances in
information technologies are enabling new warfighting synergies through
combinations of advanced precision weaponry, improving target and
surveillance capabilities, enhanced command and control, and the
expanding use of artificial intelligence and robotics. Future
proliferation of long-range precision weapons will permit a growing
number of states to threaten rapid destruction of an adversary’s
critical economic, energy, political, and military and information
infrastructures. The growing importance of information technologies as
an enabler of modern warfighting capabilities will make information
itself a primary target in future conflicts.
Der Bericht liest sich wie eine neutrale, nüchterne Bestandsaufnahme
– zwischen den Zeilen und wenn man bedenkt wer die Verfasser sind, dann
wird klar, worum es auch in Zukunft gehen wird und was uns noch alles
erwarten wird. Viel ist auch vom Terrorismus die Rede. Der Begriff und
auch wer damit so gemeint sein könnte, bleibt vage – und das ist wohl
auch beabsichtigt. Also für alle Interessierten an dem Thema ist das
eine gute Quelle und durchaus wichtig.
