European Network of Law Enforcement Technology Services (ENLETS) expert meeting in Warsaw

The meeting was chaired by Polish Police experts. Representatives of 16 Member States, European Commission DG Home, Research Executive Agency (REA), as well as members of the Ministry of Interior and Administration working group for research and development in the area of security met in Warsaw on 20 September 2011.

The main objective of the ENLETS network is to exchange experience on the use of technologies between the law enforcement authorities in an informal way, as well as to set up a security technology database that would be accessed by all the ENLETS members. It is aimed at avoiding repeating solutions that were already developed by other EU countries. Every Member State involved in the ENLETS was to establish their own ENLETS National Contact Point.
Deputy Commander-in-Chief, general Andrzej Trela described the current Polish system of scientific research and development in the area of security.

Ms. Christiane Bernard, head of REA Security Research Unit, delivered a presentation on evaluation process and indicators that are the basis for the assessment of applications for funding particular projects in the area of research and technological development.
The projects are conducted within the Seventh Framework Programme (FP7). It is worth mentioning that indicators consider, i.e. the engagement of end users in the project implementation and interdisciplinary nature of a given project. Conclusions are also evaluated by their compliance with the law and respect for human rights.

The meeting was also attended by an academic representative, professor doctor engineer Andrzej Dziech from the AGH University of Science and Technology, Cracow.
He delivered some crucial information about one of the key European projects being carried out in cooperation with the Polish Police – INDECT (Intelligent information system supporting observation, searching and detection for security of citizens in urban environment).

The main objectives of the INDECT project are: to develop useful tools for enhancing the security of citizens and confidentiality of recorded and stored information. It involves the use of innovative solutions for threat detection in both real environments (intelligent cameras) and virtual environments (computer networks, Internet).

All the ENLETS members expressed the need to continue mission on the basis of action plan agreed upon during the Belgian Presidency.

Moreover, the necessity of enhancing the ENLETS management system was underlined.
Improvement of coordination within the ENLETS network should also take into account the Europol support.

The next meeting has been scheduled to take place during the Danish Presidency in 2012. The ENLETS network activity should then focus on development of projects scope based on the Seventh Framework Programme (FP7). The change of ENLETS funding system should also be considered.

The idea of establishing the ENLETS network had been born in France. The network was then established by Internal Security Technology Department (STSI). The first meeting took place in the second part of 2008 in Paris.
